札幌市立大学は、旧市立高等専門学校と高等看護学院を統合した大学として2006年の春に開校した。この計画はそれぞれの既存校舎に対する増築であり、新設された大学は、看護とデザインの二つのキャンパスを持つことになった。緑豊かな郊外に立地する「芸術の森キャンパス」と都心部にたつ「桑園キャンパス」である。まったく異なるコンテクストやプログラムをもつ二校が、一つの「札幌市立大学」として共通のイメージをもつ事が強く要望された。また、設計から開学までわずか18ヶ月という厳しいスケジュールでもあり、実施設計が終了した時点においてもなお教学プログラム部が確定していないという状況であった。
このような設計条件に対する解答として、最小単位のモジュールの反復により空間を構成し、それをプログラムにあわせて適宜連結する｢積分的｣な空間構成を採用した。立面においては、1.5m間隔で立つ巾25cmの極小柱の間に二重のガラススクリーンと電動ブラインドをはめ込み簡易なダブルスキンファサードとした。平面おいては1.5m幅のジョイストスラブを基本単位とし主要な部屋はすべてこの整数倍の大きさとした。同一部材を反復利用する空間特性に対応して構造にはPC圧着工法を採用し短工期で高品質の躯体を実現した。

Sapporo City University was integrated with former City College of Technology and School of Nursing in the spring of 2006. This plan consisted of the enlargement of each of existing school buildings, with the newly founded university having two campuses for nursing and design. The “Geijutsu no Mori Campus” is located in the leafy suburbs of Sapporo, while the “Soen Campus” is situated in the city center. It was vital that the two campuses with their distinct contexts and programs be unified into a common image that represented “Sapporo City University”.  In addition, the schedule was very tight, with only 18 months available from design to the opening of the university, meaning that the educational and research programs were still to be established at the time that the final design was completed.
To fulfil such design conditions, we organized space through the repetition of modules of the smallest possible size, putting them together in a manner appropriate to each program and adopting an “integrated” spatial structure. In terms of the vertical plane, we fitted double glass screens and electric window shades between narrow pillars ( 25cm in width ) placed every 1.5m to form a simple double-skinned facade. Adopting a base unit of 1.5m joist slabs, all main rooms were then planned as multiples of this unit. In response to the spatial characteristics created by the repeated use of the same materials, we adopted a PC crimp method of construction to realize a high-quality skeleton in a short time frame.
